He looks like the 1989 Joker as played by Michael Jackson.

Ironically, Michael Jackson was supposed to write songs for the 1989 Batman. The soundtrack for Batman was going to be made up of pop songs for each character. Michael Jackson would've written Batman's theme, George Michael would've written Vicki Vale's theme, and Prince would've written the Joker's theme. Thankfully Tim Burton chose Danny Elfman to do the music, but Prince still wrote some songs for that movie.
