That's the Block Island Ferry. It departs from Narragansett. The ferry used to depart right from Providence but now only departs from Narragansett and Newport. You can reach Narragansett via RIPTA Route 66 or by car. And it is the Carol Jean. I read it as Carol Ann as in Poltergeist.
