There is a dreary ghetto zone where children are bought as slaves to sell flowers to the tourists, beside the prostitutes and beggars. One boy keeps his spirits up by making friends with Frac, an odd young man who has a mime's clown white appearance tattooed to his face. One day Frac lays himself on the railroad tracks to die, and when the boy follows they get out of the way just in time. The train is from the circus, and when it stop the beautiful daughter of the ringmaster steps out and Frac and she fall in love at first sight. In the coming days, Frac makes repeated appearances to her during the circus, much to the consternation of the boy who escapes as well as the ringmaster. The ringmaster denies their effortless love in full view of the audience and he banishes Frac, which causes the collapse of the circus in heartbreak. This plays into the hands of the slave owner, who recaptures the boy and takes the girl to his dark flower factory of enslaved children, becoming the "dragon" that Frac must defeat to win the girl, just as her father foretold. All children are freed to become the audience of the circus reborn, as the lovers are reunited.
