There are bad photos of everyone, because photography is tricky. The light is crucial and - of course - your mood.
I claim that almost everyone looks bad after an exhausting day (for example)...
And you can get photographed just in one tiny second when you're smiling awkwardly or something like that.
So I don't think that all of these celebrities in your list are ugly. Maybe some of them, but certainly not everyone (like Adriana, Katherine Heigl, Angelina Jolie, Vanessa Hudgens and Gisele Bündchen).
If you read my comment, you can see that I've not called any of these celebs ugly. This is simply a list to show that celebrities are actually just like any of us in their every day life.

I see what you want to express with your list and of course that's not malignant. I just wanted to explain to the others which factors can make a beautiful face looking ugly and why snapshots like this are tricky.
Most of them look like anyone you might walk right past on the street. Make-up doesn't work like that for me. Vanessa Hudgens, who is not a fave of mine, is still quite beautiful though.
Adriana, Giselle, Hilary, Gwyneth, Kate & Vanessa all look beautiful sans makeup. Some of the others have had so much plastic surgery it seems makeup is the only thing keeping their faces from sliding off or exploding.
Nice but I hate how there's always these kinds of lists for women. I bet you can catch a lot of male actors looking ugly in bad lighting/old age/without photshop and makeup too. But I guess women exagerrate their looks much more than men do.
