It is 1999. The sudden death of Russia's president has thrown the Russian Federation into chaos. Devastating crop failures have left millions in the grip of famine, and an uprising seems inevitable.

It's the year 2000, and the pirates of the new future not only deal in computer chips and stock trading, but also in human life. Taking place almost a year after the first novel, the plot picks up with Third Echelon attempting to search and bring to justice the members of The Shop, an international arms dealing ring that played a large part in the first novel. While Sam Fisher is working to collect information on The Shop in Ukraine and Russia, Third Echelon is continuing its investigation into how the Shop had previously managed to gain the identity of a number of Splinter Cells and murder them.
Sam is on a training mission when Lambert calls him to tell him about a cargo ship-called the Trego off the coast of North Carolina is carrying something hot. There is only one man on board, who Fisher wounds, but not before the man orders the automated ship to pick up speed. Fisher is able to stop the ship before it runs aground.
A network of Kyrgyz Islamic fundamentalists have toppled the moderate government of Kyrgyztan and, with the help of the North Korean government, have devised the ultimate antidote against the pervasive influence of the West and its technology: they will try to mutate a species of petroleum-eating Chytridiomycota fungus into a strain capable of making the whole world's oil supply disappear.

The Splinter Cell novels are written under the pseudonym David Michaels by different authors. The first two novels were written by American author Raymond Benson, also known for being the author of several official James Bond novels and short stories. In 2006, Raymond Benson stepped down from writing further novels saying the next novel would be written by another author under the same pseudonym.
