Millenium Actress is hella cool. Sword of the Stranger is good too. I'd also suggest Garden of Sinners. Its actually an OVA series but each episode is over an hour long and the last three came in at around two hours each. Tokyo Godfathers was also great. You may find it hard to believe but some of the One Piece movies are actually decent too
Metropolis is an underrated masterpiece in my opinion. It's much darker than Osamu Tezuka's original manga (and the Fritz Lang movie itself), but I friggin' loved it. I recommend it to you. You might not like it as much as me, but you still need to check it out.
I don't understand why most people from western cultures keep categorizing anime movies into two groups: the Ghibli movies and the others. It's not like Ghibli is a staple of quality that all the others want to achieve. Ghibli is the most popular Japanese animation studio because their movies have been being distributed by Disney for a long time. That doesn´t make them the best.
Other than that this is a pretty good list, I've seen almost all of these and enjoyed pretty much every one of them, just wanted to rage about the title, it really degrades works with as much quality as Ghibli, if not superior.
Oh I'd like to recommend Neo Tokyo, but I'm not sure you'll like it because of the score you gave to Memories. It's in the same anthology fashion, with a great disturbing feel.
And Jin-Roh is one of my favorite movies of all time, it's not exactly for everyone though... and it's hard to get into it.
Veed, the reason I specified Non-Ghibli anime here is because I wanted recommendations that weren't Ghibli films, as I am already very familiar with them. I wasn't saying they were the be all and end all of animation.
Also, I just looked at Jin-Roh and it looks pretty good. Think I'll add it to the list!
Paprika, The Girl Who Leapt Through Time, and Mind Game are 3 really good anime films. I suggest you add Twilight Of The Cockroaches and Dead Leaves :3

If you have some free time (read: a LOT of free time) check out Monster.
Suck my balls, Max.
