The Last Command (1928)
A Star is Born (both the 1937 and 1954 versions)
Center Stage (1992) - A biography yes, but the filmmaking aspect plays an equal part in the film.
The Blackout (1997)
Entropy (1999)
Ivansxtc (2000)

EDIT: and, of course, many POV films including Cannibal Holocaust, Strange Days (scifi-filmmaking though) and maybe even Blair Witch Project, [REC] and Cloverfield, although the last three are not really about filmmaking itself so those propably don't count.

I haven't seen Cannibal Holocaust and considered it but wasn't really sure is it really enough _about_ making a film even though the characters are making a film... but your suggestion confirms it and it will be added.

Edit. And yes, just being a POV film is not a merit enough. Instead I've added them on my mockumentary list.
