What is noir? You can look it up in Webster or Wikipedia or in dozens of film noir books and get seemingly infinite definitions, from highly specific to pointlessly general.

In the documentary Film Noir, filmmaker Errol Morris (The Thin Blue Line, The Fog of War) gives a pretty good broad definition:

"Noir is concerned with errors, with confusions. We don't know what's going on but we know something bad is out there controlling events. For me the great noir films are films about fall guys, the person who finds himself caught in a net. The more he struggles the deeper and deeper he becomes entwined in nightmare."

It's when getting detailed that we get in trouble. Definition is limiting and film noir has been enriched by its elusiveness and flexibility. It's a mood, a shared yet personal feeling which has allowed new artists and new decades to deepen and expand on it, taking noir places its early practitioners - who didn't know they were making noir - would not recognize.

The above excerpt (taken from this blog entry) roughly sums up my views on what constitutes film noir. Basically, there is no concrete definition or critical consensus on what exactly film noir should be.

I also believe that noir is a universal style of filmmaking and not a wholly American one. Thus, I created this list to compile and celebrate my overwhelming love for two things: British cinema and film noir.

I have been watching some French produced noir these past months and I found a nice link to all the Non-American Noir films.

Great list, I'd recommend "The Good Die Young" from 1954, which, along with Brighton Rock, remains my favourite British Noir. It stars, amongst others; Stanley Baker, Joan Collins, John Ireland, Gloria Grahame, and Laurence Harvey.
