I noticed that there isn't anything for 1928, so I'm suggesting that The Passion of Joan of Arc perhaps should be put to it's place. I'm sure there's many other great films missing, but I find this the most important.

1923 - Cecil B. DeMille The Ten Commandments
1924 - Erich von Stroheim Greed (One of the defining movies of whole silent era)
1926 - Arnold Fanck Holy Mountain or F.W. Murnau Faust
1928 - Carl Theodor Dreyer The Passion of Joan of Arc (As Wolf mentioned this is quintessential film from silent era)
1929 - Georg W. Pabst Pandora's Box
1930 - Josef von Sternberg The Blue Angel
1931 - Even if you have one, I still can recommend for you Fritz Lang's M for it, because atleast personally I find it better than City Lights. And atleast if you add those runner-ups, this is a number one choice
1932 - Carl Theodor Dreyer Vampyr
There's couple I could remember without too much trouble, couple of the above I haven't seen personally, just suggested according to common knowledge and of what I have heard of em and because they are high on my "must see". Quite a good idea for a list actually and my vote goes for Kazan on 1951.
And what comes to availability all the above are available on DVD, except Greed and as far as I know it's coming at some point aswell.
Though it is not quite feasible yet, as any films before the twenties are pretty hard to find copies of, this is intended to be a list of 100 films--one film representing each year. Not sure how else I'll fill out this list, though it would be cool to hit 2022 and add in one film to hit 100.
I'm also considering adding runners-up and why that film was chosen over the others.
Suggestions for missing years are more than welcome. As are votes for which 1951 movie should stay on the list: Streetcar Named Desire, or the Day the Earth Stood Still.
