Promotion to the front page

From what I've observed, after a newly published list gets a couple votes, it is promoted to the front page. I've also seen older lists making it back to the front page. What happens to cause an old list to get back to the front page? Is it a certain number of new votes or a vote by a highly ranked member?
Grand Assault Rank : 6	Posted : 1 month, 2 weeks ago at Nov 9 8:24 - It's by a certain number of votes. If memory serves the number of votes needed for promotion are: 2, 7, 12, 17 and 22. After that the lists are left to die.
