It was developed by Vatra Games and will be published by Konami Digital Entertainment for the PlayStation 3 and Xbox 360. It will be released in fall 2011.
Shinji Hirano, President of Konami Digital Entertainment, Inc. is quoted saying: "In honoring the rich history and strong following of Silent Hill, we're working hard to build a next generation horror game that the fans truly deserve... This Silent Hill introduces an all-new storyline and unique evolutions in gameplay, building on innovations and successes from over a decade of true survival horror and terror."
According to Konami, Silent Hill: Downpour's camera will remain primarily in a third-person perspective. The game will feature the "mind-bending" puzzles and "thought-provoking storyline" that launched the series into mainstream fame, and will provide a "deep psychological horror experience" with multiple side-quests depending on the player's in-game decisions and behavior. The player can only carry one weapon at a time and these weapons may break. The game will also feature puzzle difficulty selections. Buildings that were used in previous Silent Hill games, such as a hospital and a school, will not return. The element of water holds a prominent role, with torrential rain being featured. Puzzle Difficulty also returns, with players able to decide how often they want puzzles.
The main protagonist and player character is Murphy Pendleton, an escaped prisoner. E3's teaser trailer indicates that a little girl, a postal worker, a civilian, and a female police officer will be supporting characters. The game's events take place in the southeastern region of Silent Hill, which has never been explored in previous games in the series, and the plot will not have any connection to previous installments.
In April 2010 Konami screened their first trailer of the project that would become Silent Hill: Downpour at a press conference in San Francisco and confirmed the game was being developed by Czech developer Vatra Games; it was given the working title Silent Hill 8 at E3 2010. Early statements by Vatra had lead to speculation that Downpour would be a first-person shooter, which would have marked a dramatic shift from the usual format of the series.
It has been confirmed that musical score composer Akira Yamaoka, who provided the soundtracks of all the previous games in the series, will not return to provide a soundtrack for Downpour. Daniel Licht, composer for the TV series Dexter, will replace him as the composer of the game's soundtrack. On June 22, Mary Elizabeth McGlynn posted on her Facebook page: "As far as I know, I will not be in Silent Hill 8", but "I am doing new stuff with Akira".... (more)(less)

How to achieve it?
After you've completed the game once the side quest Digging Up the Past will become available. To complete it you must locate 7 artifacts which are buried in front of barrels with lit candles on top of them. To obtain them you need a shovel. The artifacts' locations are the following:
1. A yard north of Straub Street, in Hillside. (a shovel can be found in a shack in the downtown area in the southwestern corner)
2. The area near where Hillside becomes Pearl Cr"
