At the time, the 2600 was the most popular video game console in the world and Pac-Man was the most popular arcade game in the world, so Atari widely promoted the 2600 version of the game. Upon release, however, the quality of the adaptation of the game was criticized and sales were well below expectations, and even those who bought and kept the game were often dissatisfied. Along with E.T. (also for the 2600), Pac-Man is believed to have triggered the video game crash of 1983 by destroying customer loyalty to Atari and, by extension, consumer confidence in video games in general.
The poor quality of the port is blamed on the Atari marketing department's rush to bring the game to the market. They asked Tod Frye, one of Atari's principal game programmers, to do the port; he showed them a prototype he had already developed. Rather than miss the approaching 1981 Christmas season, Atari produced the game based on the unfinished prototype.
Although Atari sold seven million units, out of a 2600 user base of ten million, twelve million cartridges were manufactured, under the expectation that the game would re-stimulate sales of the console. When this did not happen, Atari had to write off the five million unsold copies, incurring large losses.

Ratings of Pac-Man

Review
A decent game on it's own, but needs work.
The Good
That It's Pac-man. You can never beat the gameplay for this game. And it was the only version back then. The game is plenty challenging.
The Bad
The graphics are horrible. The ghosts flicker too much. The maze is completely separate from the arcade version, and the sound effects are all off. And what happened to the fruit in the middle of the maze?
The Bottom Line
If you can get it for at least $1 to $5 Bucks, don't buy it. or you can download it on a emulator. Pac-Man on the Atari isn't a bad game on it's own, but it should not have been based of of the actual arcade game. il'l pass on this one.

What a joke
Pac-Man is cool. This particular version was not. So why all the high votes by others? did you you guys even PLAY this crap-fest or are you just voting for Pac-Man arcade in general?
I mean, come on! look at the YouTube video! lol the ghosts were jumping all over the screen. It was an unfinished prototype that got rushed to market for xmas season. A goddamn' insult and a joke.
